Anyone else having this problem? My parry seems to be stuck at 13.7.

I used a skillball on it and that seemed to fix it.
Buy parry up to like 30 or so from a vendor (like a weaponsmith) then train it -- if that still doesnt work let me know.
do you have bushido up ? if so you can't use a shield with bushido it counteracts the purpose of bushido/parry, use a 2h weapon to get parry up if your bushido is up
After using the skillball Parry started raising again. Konstatine, when you get a free minute can you check out my Bushido and Provo skills, they seem to be stuck now as well.
Bushido is working now. Provo is stuck at 0 though.
When your skill is 0 it's so low you can't gain cause there's no chance of success. Go to the bard in Brit and buy Provo and ther skills up to 30 for like 300 gold. Then let me know if you still have a problem.
