This publish fixed the broken Peerless bosses on Pandora.
 - Travesty's exit location has been corrected.
 - There is now a check in place for all peerlesses.  Upon exiting, the 15 minute exit timer will remove itself.
 - All forms of travel are restricted in and out of the peerless destinations.  You can only enter by obtaining and using a peerless Master Key (this process has not changed).  You can now only exit by taking a special gate/teleporter out of the peerless room.  Leaving through this teleporter PRIOR to the boss dying will forfeit your fight and remove all remaining boss keys.  After the boss dies, you will have 15 minutes to finish your business and leave voluntarily or you will be removed automatically.
 - WARNING:  If you find ANY other way to leave these rooms, you WILL break that peerless until the server resets and the 15 minute exit timer will remain active until it expires.

General Discussion / Luna Housing Ruleset Change

In the interest of fairness, Players will only be allowed to own two houses in luna PER IP.  Any excess houses found attached to your ip inside the luna city walls will be deleted.  This change will take effect on 8/12/2011.  You have until that time to clear out your houses and sell them to someone else, as all houses belonging to your character in excess of two will be dropped at that time.

- Fixed a bug that prevented certain imbuing ingredients from being stackable.  This also prevented certain imbuing ingredients from dropping on monster spawns.
- Faery Dust will now only spawn on creatures in Ter Mur.
- Senior Companions now show up as player volunteer, not staff (underneath their name)
- Players can no longer use the Dryad Allure spell against peerless bosses or champions.
- Casting confidence will now use 30 mana instead of 10.
- If you have not yet updated to 7.0.16.1, we encourage you to do so.  If you dont, certain character creation functions will not operate properly.
- Damage Eaters should now work properly on armor and weapons, including the Swords of Propsperity & Wall of Hungry Mouths artifacts
- For GM Fishers, there is a 25% chance to summon Osiredon, the Scalis Enforcer, when using a Fabled Fishing Net.
- The Twisted Weald monsters now have a chance to drop a random talisman.

- Fixed a bug where new young players will start in New Haven instead of New Insula.
- Artifact drop rates for Osiredon, Corgul, and the Ancient Hell Hound have been increased.

 - Players should now update their clients to 7.0.16.1
 - New characters now start with 120 skill points instead of 100

Bug Fixes
 - Stat caps have been fixed and are now capped at 150 each
 - Bandages are now capped at 2 seconds
 - Fixed a bug where several imbuing ingredients were not showing properly on resource boxes
 - Fixed a bug where bulk order books were counting as too many items in your pack

New Content
- Faery dust now drops off pixies and wyrvens, regardless of facet
- Added a Rideable Boura Ethy as a donator pet
- Added the Frost Orc Lesser Coin Mob.  Found in areas of the snow, this creature sometimes carries a Snow Globe with a random view of Pandora. Collect all 100!
- Added Skin Dye to the PCoin Room.

- Fixed a bug where luck was capped at 1600 instead of 2600.
- Fixed a bug where the bladeweave weapon ability required 200 tactics.
- There is no longer a delay on placing houses after a house has dropped.
- Fixed a bug where certain Stygian Abyss monsters crashed the server on death.
- Resource containers now accept Chaga Mushrooms
- The Crystal Fish Pie subtext has been corrected and now correctly displays Energy Resist
- Glasses can now have Good Luck Deeds applied to them [Player Suggestion]
- Fixed a bug that prevented Power Scroll Books from being opened on Player Vendors

- Young Champions will now drop significantly less gold than challenging champions
- You can now Mark runes and Recall, Gate Travel, and Sacred Journey into Castle courtyards.
   - Please note, marking a rune inside a house that is not a Castle Courtyard will mark to a spot outside your frontdoor
- Taming BODs can once again be claimed from Animal Trainers.
- Repair Deeds and Item Repair has been fixed and is now working properly.
- You can no longer attack or steal inside of Luna Walls
- Reds can now take gates into Trammel Facets and Sacred Journey into Tramel facets.
- Fixed a bug with Gargish plate wing armor displaying the wrong itemid and making them unusable.
- Fixed a bug involving the discordance timer
- Paragon Chests are dropping again
- Stat Cap Power Scrolls and Skill Power Scrolls must be be eaten in succession

General Discussion / Known Issues

Alright Pandora -- with this big of an update, there are bound to be some glitches.  Here is a list of some of the known bugs that I am working on a resolution towards.  (Remember, its not a bug, its an undocumented feature!!)

BOATS - Not a bug, but the only way on or off a boat at this point is through magical means.  This only applies to Galleons.

CHAMP SPAWNS AND PVM ROOM - There is a bug that is causing the server to lag or crash when new waves of monsters spawn.  As this affects the entire shard, all have been disabled for the time being.

STAT SCROLLS - Stat scrolls are incorrectly displaying the value it will increase your stats, however they still function as intended.  100 = 25, 95 = 20, etc.

HOUSING - There is an issue with castles preventing you from recalling into the courtyard.  There is also an impassable tile in castles and keeps.

LOOTPACKS - There are a few monsters that inadvertently got the wrong lootpack.

PETS - In a few rare cases, shrunken pets have been lost.  Please post a bug report and I will recover it for you (please note, this involves validation on the old server, so this is not instant).  

PET LEASHES - Pet leashes were the source of the "your pet has been lost forever" bug, and were causing crashes to the new core.  Pet leashes WILL be reinstalled.  I apologize for the trouble.

NOT PUBLISH RELATED
There are still several bugs to be worked out with peerless bosses from the old peerless system.  This will probably come with the next patch.

First off, let me say THANK YOU to everyone on Pandora for making this happen.  The insight I collected from you was critical in making this a success.

As some of you know, this update has been my labor of love, and by far the largest undertaking I have gone through to date.  After several months of non-stop work, I am finally ready to release.

Please, please, please do not patch your current client up to the new high seas.  Instead, install a new client to play with.

Imbuing
-- Fixed a bug that prevented Faster Casting from being imbued to no penalty (0) when Spell Channelling already exists
-- The following properties do not count towards the 10 prop max: Luck, Use Best Weapon Skill, Luck, Night Sight, Mage Weapon, and all Skill Bonuses
-- Fixed a bug that consumed resources incorrectly
-- The chance to break an item has been removed
-- You can now unravel items that have been imbued
-- The bonuses that are recieved for various aspects of your character have been changed
-- The Casting selection for Imbuing Spellbooks now displays properly
-- Resistances do not count against total property count except on Jewelry
-- With the exception of Void Orbs, all resources drop in their correct location
-- Several changes were made to unravelling and the amount of resources that drop at each level
-- While not OSI accurate, Void Orbs are temporarily dropped off of Korpre's in Ter Mur.  They have also recieved a temporary stat boost

Player Vs Player
-- Using the command [showpvppoints will show you details about your current PVP Standing
-- In Trammel Ruleset facets (Trammel, Ter Mur and Tokuno [excluding Tokuno Dungeons]) all players can perform beneficial acts
-- In Felucca ruleset facets (Feluca, Ilshenar, and Malas), players cannot perform beneficial acts to Chaos / Order guards
-- Guild alignment (Orange/Green) now takes presidence over Murderer notoriety

Donation Items

--Rune Chisels can be purchased from Rune Crafter vendors
--Using Rune Chisels now requires GM arm's lore.  You do not need to be near a soul forge.
--Using a Rune Chisel, you can now craft removal runes using rough stones.
--Player Crafted items now give their intended bonus
--Times Imbued now correctly saves on jewels after server restart
--All properties now consumed the correct resources
--There is a 20% chance that you will break your item when you fail on properties 8, 9 and 10, Roll the Dice if you would like. Items up to 8 props cannot break at all.
--You can now imbue spellbooks.  These can be imbued 10 times for a max property count of 5 and a max weight of 600
--Glasses can be imbued again
--You will no longer consume resources when missing one of the three
--There is now a 2 Hit Spell Leech maximum on weapons

Updates to Items and Artifact Changes

 - Updated all Major Tokuno Artifacts.  These will be viewable shortly
 - To make the adjustment to Pandora easier, Weapons, Armor and Jewelry will now have a color coded name so that its quality can be easily identified
 - Junk items will be coded grey (items with less than 100 magical weight)
 - Common items will be coded white (items with less than 200 magical weight)
 - Uncommon items will be coded green (items with less than 300 magical weight)
 - Rare items will be coded dark red (items with less than 500 magical weight)
 - Epic items will be coded purple (items with less than 850 magical weight)
 - Legendary items will be coded pink (items with more than 850 magical weight)
 
Changes to Loyalty

 - "Friend Status" is now a Loyalty rating of less than 10,000
 - "Citizen Status" is now a Loyalty rating between 10,000 and 30,,000
 - "Noble Status" is now a Loyalty rating above 30,000
 - To view your current standing, say "showloyalty" in game (**note, this has been changed from "showloyality")

Imbuing 2.0
-----------
 - Imbuing has been redesigned from the ground up
 - As of this publish, all existing runes and rune chisel's have been deleted
 - Most of the existing resources will still work in this system
 - Multiple Soul Forges have been added to the world
 - You will now have the option to calculate your own risk via the "Imbuing Confirmation" screen
 - You know have the option to chose the intensity you would like to attempt to imbue
 - The required resources will scale based on the difficulty you choose
 - The maximum amount of properties per item remains 10
 - Success chance has been modoified, but can be seen on the fly on the Imbuing Confirmation screen
 - A new property called Magical Weight has been added to all items
 - The maximum weight per item is now 1200.
 - An item cannot be imbued more than 20 times
 - The amount of resources gained from unravelling an item has been slightly increased
   - Junk items yeild no resources
   - Common items yield 2 magical residue
   - Uncommon items yield 1 enchanted essence and 2 magical residue
   - Rare items yield 2 enchanted essences and 3 magical residue
   - Epic items yeild 1 relic fragment, 2 enchanted essences, and 3 magical residue

 - Rough stones are no longer used for imbuing
 - Dozens of resources have been added to imbuing.  The required resources match OSI and can be viewed on uoguide.com or uo.stratics.com
 - Existing bonuses still factor into play (Gargoyle Bonus, Exceptional Item Bonus, Crafted Item Bonus)
 - There is now a negative 5% bonus for using the common forge in the Royal City
 - There is now a positive 5% bonus for using the Royal Queen's Forge inside the castle in the Royal City.
 - In order to use the Queen's forge, you must be of Noble Status
 - Imbuing is now accessed via the Skills gump
 - All resources can be obtained by killing monsters in Ter Mur, by Killing Peerless bosses in Ter Mur, and by killing most champions
 - For the time being, items will no longer break upon fail

 Companion Volunteer Staff
 -------------------------
 - We are now accepting applications for a new Volunteer Position -- The Companion
 - The Companion role is done by regular players.  It is not a new character
 - Companions are charged with helping new Citizens of Pandora learn the lay of the land
 - Companions will be alerted when a player log's in for the first time so they can offer assistance and welcome them to the shard
 - Young Players will now recieve a Companion Page Ball that will allow them to page a companion for assistance
 - Companions will have the "Player Volunteer: Companion" staff title
 - Companions will have a dedicated channel in chat

 PvP War System Overhaul

 - Due to wanning activity, Factions will be eliminated from Pandora
 - All faction items will be deleted
 - To replace this, Chaos / Order Guilds have been reinstated
 - You can now gain points by killing opposing guards
 - We will steadily add artifacts that can be purchased using points acquired via Chaos / Order PvP
 - You must be in a guild and the guild leader to declare your guild either Order or Chaos
 - To declare your guild order or chaos, Access the new "Guildmaster Functions" tab in your Guild Information menu
 - There is a 7 day delay on changing alignment
 - To recieve your Chaos or Order shield, say "chaos shield" or "order shield" to the guards in Castle British or Castle Blackthorn
 
 Events and PvP

 - Added better support for staff members to create events on-the-fly
 - Added better support for staff members to have custom rewards for on-the-fly events

HAPPY HOLIDAYS
-- Happy Holidays from the staff!  To celebrate, we have decided to add some special monsters, items, and (of course) Christmas Pandora Coins!
-- This year, the staff of the North Pole has grown weary of making presents and has gone on a killing rampage!  Find them in snow covered areas throughout Pandora!
-- The following creatures have been added to Pandora and drop Christmas Pandora Coins and have a small chance to drop some of the items purchased with them:

   -- Evil Mrs. Claus
   -- Santa's Evil Reindeer
   -- Santa's Elf

CHANGES TO POWER SCROLLS
-- 105 Power scrolls drop from all champions.
-- Scroll Binders are now craftable via the Inscription system with a new ingredient, Wood Pulp.
-- These items allow you to bind Power Scrolls, Stat Scrolls, and Scrolls of Transcendence together to creater higher level scrolls.
-- To craft a Scroll Binder, you must have a minimum of 75 Inscription and One Wood Pulp.
-- To attain Wood Pulp, you must have a minimum of 60 cooking and have one Bark Fragment and one Water.
-- Using a scroll binder will consume the scroll.  This is NOT REVERSABLE!
-- Scroll Binders are cursed, and are transferable to other players.

Just want to formally say this:  any player with a rune to green acres needs to dispose of it immediately!  I will begin sweeping the server for these runes and I promise I will find them all.

Going forward, Green Acres is off limits to players and any player found there will be jailed.

I'M BACK!!!

Its true, after about a month and a half long hiatus from Pandora, I have rejoined Konstantine and Pandora in the capacity of Lead Developer.  Most of you do not know this, but I spent the better part of my time away from Pandora developing a LOT of content that I was planning on releasing as general scripts to the RunUO community.  After discussing these and several other changes with Konstantine tonight, we came to a mutual agreement that the best possible thing for everyone (him, me, and y'all) would be if I brought many of those changes back to Pandora.

So what does this mean for Pandora?  First and foremost, it means that Konstantine and I are approaching this on a "partner" basis more than anything else.  We have both put blood, sweat, and tears into this server and I can honestly say that we trust each other implicitly and both only want whats best.  

Second, it means that over the next month, we will be working on several behind the scenes "structural" changes that will support the content changes coming down the road.  After we are confident that everything is to our liking, we will begin working on implementing several Publishes that will take Pandora to new heights.

Third, after much discussion, Konstantine and I have decided to bring on more staff members to share the workload.  I have already hired two new developers that will become more active with the community down the road, but their primary focus is on fixing bugs and adding content and will NOT be in game support.  Along the same lines, I am happy to say that Ayria and Pharyn, both former counselors for Pandora that left for personal reasons, will be rejoining our team in the Game Master capacity.  Trust and respect is a major thing for both Konstantine and myself, and we want to make sure that anyone we bring onboard to support you behaves ethically at all times.

Fourth, it means new content, new CONTENT, NEW CONTENT!!!!!!  We are working hard at bringing in several systems, quests, PvP concepts, and items to the Pandora world, and will bring you a lot more information as these get close.  For now, here is a taste ;)
 - Player run cities (Like Skara Brae, Trinisic, etc) with the ability to live in those cities, tax players, etc.
 - 2v2 / 5v5 arena style PVP events
 - a Redesigned mini-champion system to keep them running smoothly
 - New artifacts that will include set based armor and the ability to socket your gear
 - Pandora Stealables
 - updates and overhauls to many of the underlying systems to improve world stability
 - new monsters, creatures, and ways to fight
 - an "instance" style take on at least the Stygian Peerless bosses, so more than one group can fight at the same time
 - and SO SO SO Much More!

Finally, I just wanted to say thanks, from the bottom of my heart, for the warm welcome I have recieved upon my return, first from Konstantine and second from the players.  This is my home, and it feels great to be back!

THE INVASION HAS ENDED
-- Congratulations!  The invasion has ended and the town of Buccaneer's Den is no longer overrun with undead!

IMBUING CHANGES
-- Attribute cap has been raised to 10 for all items.  
-- Attributes one through eight have had a small boost in success chance.
-- Attributes nine and ten still have a small success chance.  The greater the risk, the greater reward!
-- There is a 25% chance to break an item if you fail applying the rune.
-- Runes have been added to the imbuing menu that allow you to remove an unwanted attribute from your gear.
-- At this point, removal runes are cheap to craft, and have a high success rate.  In the future, these will become more costly and risky to use.

BOSS ENCOUNTERS
-- There has been a 40% hit point increase to most champions.
-- Barracoon has been made considerably harder and now aligns with OSI stats.
-- All Champion/Mini Champion loot packs have been adjusted to line up with OSI.
-- The Primeval Lich Champion has entered our realm.
-- The Abyssal Infernal Champion has entered our realm.
-- Navrey Night Eye spawns will delete themselves after a small period of time of inactivity.

CHANGES TO SKILL AND STAT POWER SCROLLS
-- There is a now a step up system for all power scrolls.  
-- To eat a 120 scroll, you must have first eaten a 115, 110, and 105 powerscroll for that skill.
-- The same applies for stat powerscrolls.

NEW ITEMS / ITEM CHANGES
-- Added a single use universal dye tub that allows you to dye almost any item any regular color [Donation].  
-- Good Luck Deeds are now applicable to quivers.
-- Added Everlasting Pet Greater Cure Potion [Donation]
-- Added Everlasting Pet Greater Heal Potion [Donation]

OTHER MINOR CHANGES

IMBUING OVERHAUL
-- Imbuing has recieved a major overhaul that affects every imbuable property.
-- In most cases, there is a limit to 8 magical properties per item.
-- Success chance is now based on three factors:  Imbuing skill amount, existing magical properties on the item, and the intensity that is attempting to be imbued.
-- Added the ability to imbue the following abilities
   -- Velocity (Bows Only - 1-50%)
   -- Balanced (Bows Only)
   -- Fey Super Slayer (Weapons and Spellbooks)
   -- Elemental Super Slayer (Weapons and Spellbooks)
-- There is now a two hit spell cap on all items at 50% intensity.
   -- Existing items will be manually changed by staff over the course of the coming week.
   -- These items are the only "Legacy" items that will be affected by the changes.
-- The Imbuing Craft menu has been redesigned to be browsable by property instead of item type.  There is a prefix after each item to designate what equipment it can be applied to.
-- Where possible, this new system follows OSI standards, with modifcations being made to support our community.
-- There is a 10% Bonus awarded to the Gargoyle Race, Player Crafted Armor, and Exceptional Armor.
-- Self Repair may no longer be imbued on items.  In addition, Self Repair will be removed from items when it occurs.
-- FC +1 may no longer be imbued on shields and weapons where spell channeling has been applied.  Similar to OSI, the default for spell channeling equipment is to be at FC -1, however you may imbue weapons and shields up to FC 0, however this does count towards the 8 property maximum
   -- This applies to newly purchased and legacy Spell Channeling Deeds.

COLORWARS
-- Added a "Classic" PVP event with support for two teams, three teams, four teams, and a Free For All event.
-- This event will always be staff run.

BOUNTY HUNTERS
-- Bounty Hunters have made their way into Pandora.  Say "info" to a Bounty Hunter to recieve a bounty deed for a known murderer.  
-- Players also have the ability to create a bounty with their own reward amount.  To create one, say "bounty" to a bounty hunter, type the name of the murderer you with to be hunted, and target the individual who will be hunting your chosen killer.

JUST IN TIME FOR HALLOWEEN
-- Body Changing costumes are available on the Halloween Pandora Coin stone

SMALL UPDATES
-- Enchanted Apples now cure Mortal Strike
-- Added a Bolt/Vendor Stone

THE INVASION HAS BEGUN
-- The Undead have taken over the towns of Skara Brae and Buccaneer's Den on the Felucca Facet!
-- There is a small chance that slaying monsters in these regions will award a special Halloween Artifact!
-- A new currency has been introduced, Halloween Pandora Coins. There will be a special Halloween Rewards room where these can be claimed.
-- Halloween Pandora Coins have a 50% chance to drop on any creature killed in the invaded zones.


OTHER UPDATES
-- Fixed a bug involving the Slasher of Veils, and he has returned to our world.
-- Added Imbuing as a selectable skill on Skillballs
-- Added four new house addons - Two coffins and two graves.
