Mele wep 13th rune

Haven't seen anyone else with this yet. Kryss had faster casting -1 and 12/12 runes. On a whim tried imbuing faster casting and it went over powered and 13/12 runes. Is it over powered because of the 13 runes or because imbuing power is 1500 exactly. Would it have work if it was greater than 1500?

An item is classed as 'over-powered' if it exceeds the max runes OR rating.
You may have stumbled upon a small bug here though.
