A little inscription help

Wiki states - A scribe with high Magery skill can create Spellbooks with extra Item Properties - Skills bonuses, Slayer effects, and Lower Reagent Cost among others. Inscription Recipes, however, are required to Craft some such items.

I have 100 in inscription but chance to make an exceptioal spell book is zero.
Do I need recipes to have a chance?

I'm pretty sure that when you craft spell books you don't get to tag your name on them.  But the properties are there.

Inscription recipes can be obtained through heartwood quests.  Look them up on uoguide.com.

So getting a recipie will increase this chance?

I have 100 Inscription and make exceptional spellbooks and spellbooks with extra properties (not every book, but randomly).  I have not done any Heartwood quests that have given me recipes for special spellbooks.

I think the only spell book you need a recipe from heartwood is the scrappers. Regular spell books don't need one to make slayers, just get a high inscription taliy and start crafting.

Still said 0% to make exceptional but with totem still made some.
