is it me or is global timers all screwed up I cannot dress right loot right heal right everything seems way off....

Seems to be global. At least i know of not so few people who are dealing with this problem, including myself.
Dress, dress weapons, heal, even trading or moving items. Sometimes it's more than 1 or 2 seconds... When i died yesterday (just because it wouldn't let me heal) it took me almost 1 min to dress with a macro.

yeah my dress macros and organiser agents have been blighted by waiting to perform another action :[
takes minutes and several tries to get dressed or move anything

Every time you perform an action before you're allowed (2 per second), the amount of time until your net allowed action increases.

This is not a bug, it's the side-effect of having a faster ping.

Edit your scripts/macros and increase the delay between actions to minimum 500ms.
After the mini-patch, you can change it to 250ms.
