Is there an alternative way of gaining the skill?

Is there someone who has a vendor with the different level boxes required for the gains?
I created a lockpicker, using the skill ball and setting her up at 75 lp. skill level. I have given her a lockable box made by my main character who is at 100 tink. I am making 0 gain, why?
According to the player guide I should use this skill level (100) tinked box for a 70-95 level lockpicker. So what am I missing here?

You started on GM boxes too soon, you need to get to 80-85 b4 using gm boxes, try a box made by 50 tinker if that dont give you gains try 80 skill tinker, if that fails have a run around and try dng chests dotted around. Also there have been and may still be a few training houses around.
West Luna Library has a wall of lockpicking boxes for training purposes.
