The treasure book that you have works.  You store treasure maps in it.  There used to be another kind of book that had locations marked in it already.  You can't get them anymore, but the ones that are still on the server still work.

That's because these books have been deleted.

All is good mate...there are a few locations on Pandora including Lucky Lady and GoA Library in Luna that have public access to both Trammel and Felucaa TMap Runebooks. No worries
