Unless it was modified and someone can verify it, no. Soulstones only work for the same account. So it can't be used for cross-account skill swapping. I think it's a good idea to keep it that way, as it diverts people from making a million accounts to make characters with skillballs to transfer them all over. Just wait 7 days and delete one of your alts and make a new one.
