Yes, if you find Sherlock in Bucs Den Felucca - Start the quest to get 120 Lockpicking, one of the steps is collecting the rugs.

Start the quest at any level...maybe.
But end the first step without 100 at lockpicking could be a bit tricky or expensiv

just the first step and when you go back to talk to him. Thats the main risk part of it.
