Can you craft a 100% cold dmg weapon somehow?

With runic tools and patience, yes.

The correct material increases your chance, but it is not necessary.

If you miss a view % to 100% and the % you miss are pysical, you can also try to enhance the weapon. (on Pandora mining only, I think)
There is a risk to break the weapon!

Example:
Double Axe with 80% Cold and 20% physical -> enhanced with shadow (+20% cold dmg) = 100% cold dmg possible.

Double Axe with 80% cold and 20% fire -> enhanced with shadow = still 80% cold and 20% fire.
