Does it matter which quest you do to get the Runic Tools from the quests the Heartwood Elves give?

Afaik for Fletching Tools it doesn't matter which quest you do.

I notice some people just bring a ton of bolts and do that quest so they don't have to craft anything.

Yeah, thats the one I was planning on doing, most quest for the least amount of resources per quest.
