Could a Hairstylist be added to Insula, as im Red and cannot purchase Hair Colouring from any NPC in Trammel.

Murderers can not purchase from NPCs inside of a guard zone. Wandering vendors and those inside Bucc's Den will barter, however, including those in Insula.
I thought you were striking until all penalties for reds were lifted?
