I picked up a 110 lore ps from a vendor. When I try to use it I am told that I have to first use a wondrous scroll first.
Does that mean I have to use a 105 lore ps before I can use my 110?

yes you must swallow them in order 105-110-115-120 same with stat scrolls

Yes, it is a thing that as far as I know, is exclusive to this shard.
