Yes, if you find Sherlock in Bucs Den Felucca - Start the quest to get 120 Lockpicking, one of the steps is collecting the rugs.
first do first step , i dig allready around 30 maps after last publish ... and nothing no q item i got some like 7x Night's kiss ....
Is this a custom quest? What level do I need to be to start it?

Start the quest at any level...maybe.
But end the first step without 100 at lockpicking could be a bit tricky or expensiv :D

Does the entire quest run in Felucca or just the first step?

just the first step and when you go back to talk to him. Thats the main risk part of it.
