Question regarding skillgain

is there a slow down in skillgains after you reach a certain amount of total skillpoints thus making it a good idea like lets say train taming b4 any other skill?

No slow down, train hard and you will gain fast in any skill no matter how many others you have got.

Is there a possibility that a thread-starter can set  flag that shows others that his question is solved by someone- and you see it also in the overview?

you're talking about a mechanic that was part of the guaranteed gains system from osi.  i've never seen a freeshard with it.
