I am still in the newbie area (Insula?) and I have been working on provoking a frog against a dolphin, however I noticed that I maxed out at 70.6 skill. Do I need to move on to actual monsters or just keep at it in the newbie area?

for anyone else that reads this, u can go to newb dungeon and gain off of clockwork scorpions and since they never kill each other once provoked you can keep gaining off them, if you dont gm off these which you should get real close wisps will gm and are non-aggressive go to wisp dungeon in ilsh or prism of light.
