Faster Casting and Faster Cast Recovery?

Well Ive been fishing alot, and its pretty slow going, until i heard about faster casting and recovery, I got all excited, but when i put on Alot of Faster casting and faster cast recovery, my cast speed stays the same, and So does the recovery, is it Active? or am i doing it wrong? please help..
