Using Fertile Dirt

I am trying to use fertile dirt that I collected from an earth elemental to fill my plant bowl.  I double click the bowl and target the fertile dirt then I got a message that says "You want to gather fresh dirt in order to raise a healthy plant". 
Am I doing something incorrectly?

Think it doesn't work any more here. Just use regular dirt off the ground somewhere.
