Everlasting Bolt

So I donated to get an item I was tired of restocking: Everlasting Bolt. 
However, I'm not sure how it works?  If I don't have any bolts in my quiver or in my pack....it doesn't work? 

Any thoughts on how to get it to work properly?  I thought it just needed to be in my pack and "boom" I had everlasting bolts.

Any Help on this one?

I have the neverending arrows which i dropped into my quiver If not working inside your quiver I would talk to Noll or Kon
