Malas Vendor Town/Safe Zone?

a few points out of curiosity:

saw the new sign that states plots must have a vendor on them ... will houses/plots that don't, decay, or be repo'd

is one vendor enough to qualify ... and what if he has something ridiculous like an arrow for 1 million gold (i'm not trying to be difficult or funny here, just genuinely wondering what the rules are, and how they will be enforced)

although the tram rules now extend to the city walls, if you walk into a vendor house, you leave the protection of the town guards and can be ganked/pickpocketed while doing your shopping ... is this intentional?
