Just to compile a lot of the changes since High Seas [as of 23.5]... Put it all in one place...
Not going to include bugs. I'm sure they will fix those.

Connecting
 - Client Version Supported: 7.0.16.1
 - - Enhanced Client NOT supported

 - Port: 2593

Accounts / Characters
- Maximum number of accounts per IP: 3
 - - Users who already had more accounts will retain their accounts.
- Characters per account: 7
- Character deleting takes 5 days.
- Can choose starting city location (currently supports insula only)
- New characters will now recieve their race appropriate dagger
- New characters now start with 120 (total) skill points instead of 100
- New characters now start with four skills instead of three


Regarding Young Players
- Young player status will now last for thirty days unless renounced before hand.
- Players are invited to take a tour of custom Pandora locations by typing [tour. This tour takes about 90 seconds and, while on it, youc annot move and cannot be harmed.
- The heir of Barracoon has destroyed Old Insula! Young players, as a test of your abilities, please rid the land of Saracoon!
- Saracoon is a champion geared at young players. She has special artifacts that young players will find useful.
- Saracoon will also drop powerscrolls (105's and a slight chance to drop 110s) chosen from core skills. Only young players will be able to get or use these scrolls.
- Newbie Powerscrolls are now blessed



General Knowledge
- Bank Boxes capacities have been increased by 20%
- Housing storage and lockdowns has been increased by 20%
- Page and Help requests (using the help button on the paperdoll) will now persist after log out, allowing a staff member to respond even if you are logged off.
- Many of the Oceanic Series have recieved cosmetic updates to their name or hue
- Added a player vendor search stone that lists every player vendor on the shard. Traveling to one will cost 2500 gold. This stone will be placed in Luna and New Insula.
- Bug Report Stone (New Insula bank) to report bugs you encounter so they can be fixed in a timely manner.
- Ter Mur is in unrest! The Garogyle Queen Zhah has decreed that all citizens loyalty be checked with each new day, causing 5% of your loyalty to decay with every new login.
- Loyalty rating will not decay below 10000


Places
- You can no longer attack or steal inside of Luna Walls

- Sea Market (Trammel and Felucca).
 - - To get there, sail south from Moonglow. Vendors at the Sea Market sell Galleons and ingredients required for cooking magical fish pies.
 - - Trophy Room added at Sea Market (Tram): Double click the fish in case to exchange for a trophy.
 - - Oceanic Dye Tub for free use at Sea Market (Fel) From the Artists Guild.

- Casino and Pandora Coin Room have been relocated to Mistas in Ilshenar. Players cannot be attacked inside of its boundaries.

New Items / Changed Items
- Chaga Mushrooms now spawn all throughout the Abyss.

- Orcish Kin masks are now imbuable
- Fishing powerscrolls now drop from champions.
- Five new trophies are attainable using a taxidermy kit. Target a Summer, Autumn or Winter Dragonfish or a Lobster or Crab to create a new trophy.
- New suit, The Hell Armor (Hellhound)
- The Dream Wraith now displays its proper artwork.
- A free hand is now required to drink all potions
- Fixed a bug that incorrectly calculated property count on weapons and glasses (they no longer count resists). Property Weight still includes resistances
- The Frostbringer Bow [Pandora Doom] now has its primary and secondary abilities added.
- The Mondains Legacy peerless bosses have recieved upgrades to their artifacts. They will carry the [Pandora Peerless] tag.
- Certain rares will spawn in random High Seas location. Mostly deco, that you can pick off ground if running past at the right time.
- You now have a chance to fish up Ruined Plants & Flowers.
- You now have a chance to fish up an Oceanic Coin.
- Grandfather clocks added to Pandora Coin room.
- Big Fish should be easier to catch
- Resource containers now accept Chaga Mushrooms
- Glasses can now have Good Luck Deeds applied to them
- Faery dust now drops off Pixies, Wyrvens, Pixie Renowned
- Added Skin Dye to the PCoin Room.
- Snow Globe with a random view of Pandora. Collect all 100! (Frost Orc Lesser Coin Mob)
- The Twisted Weald monsters now have a chance to drop a random talisman.


- Boats
 - - You can now recall onto large boats and large dragon boats
 - - New Class: Galleon (Sea Market 900k)
 - - - At this time, the Pandora Galleon is the only galleon that is usable in game.

- Maps
 - - Treasure Map points are now accurate to OSI.

Crafting
- Several items are no longer craftable via Masonry and Tinkering.
- Mysticism scrolls can now be crafted via Inscription.
- Necromancy spellbooks can now be crafted via Inscription.
- Mysticism spellbooks can now be crafted via Inscription.
- Forges are now heat sources.
- Gargoyles no longer receive a 5% blanket crafting bonus (NOTE this bonus still applies to Imbuing).
- Blacksmith weapon BODs are once again active on Pandora.


Currency
- Holy Rocks will no longer be dropping on Pandora
- Donation Currency is now blessed
- You can now get PCoin and Oceanic Coin bank checks. To get one, say 'pcoincheck <amount>' or 'oceancoincheck <amount>' next to a Banker.
- Oceanic Coins now have no weight


Houses
- Players can now use the stealing skill inside of houses.
- Players can not take damage inside houses.
- Saying [myhouses will bring up a gump allowing you to travel to houses you own. Doing so will charge you 2500 gold.
- Houses inside Luna walls now decay at a much faster rate than the rest of the world. Being a donator does NOT protect you from this. The decay rate is roughly the same as OSI inside the walls. Ageless houses are not affected.
- Housing is no longer allowed on Magincia
 - - for the houses that were there, staff contacted who they could reach to let them know.
- There is no longer a delay on placing houses after a house has dropped.
- You can now Mark runes and Recall, Gate Travel, and Sacred Journey into Castle courtyards.


Creatures
- Gold drops have been doubled at Felucca based champions
- Malas and Ilshenar are now included as Felcuca based spawns
- All Champions, Peerless Bosses, and Renowned Mini-Champions are roughly double the strength of OSI. They cause roughly 25% more damage than their OSI counterparts.
- The titles for the Abyssal Lair and Lich Land are now OSI accurate.
- Nearly all Mondain's Legacy and Stygian Abyss monsters have had their fame and karma realigned.
- Several new creatures drop Spell Weaving scrolls
- Stygian Abyss creatures are now associated with the correct Slayer alignment.
- Artifact drop rates for Osiredon, Corgul, and the Ancient Hell Hound have been increased.

- Parasitic Eels will start spawning randomly in the water.

- Niporailem the Thief now guards the Tomb of Kings. When attacked, Niprailem will throw his treasure at you, but take heed at what awaits the sin of greed!

- Added the Frost Orc Lesser Coin Mob. Found in areas of the snow, this creature sometimes carries a Snow Globe with a random view of Pandora. Collect all 100!

- Osiredon the Scalis Enforcer (New Boss)
 - - West of the Sea Market Fel & Tram
- For GM Fishers, there is a 25% chance to summon Osiredon, the Scalis Enforcer, when using a Fabled Fishing Net.
- Corgul the Soulbinder (New Boss)
 - - Secret Docks you can launch a boat to get to the Island of Soulbinding
- The Ancient Hellhound (New Boss)
 - - Drops a new suit, The Hell Armor. Viewable in artifact room.

- Primeval Lich
 - - Champion spawn now accurate to OSI.
 - - Lever puzzle is now active at the Lich Land champion spawn
 - - To complete it, you must pull six of the eight levers in their correct order.
 - - Upon successful completion, you will recieve a prize!
 - - Failure to complete the puzzle correctly will teleport you into the middle of the spawn!

- Sea Horses (changes)
 - - 1 Slot, Immortal, Will res you when you die in water by double clicking it.
 - - There is a Sea Horse always spawned at Secret Docks to tame and ride south to Island of Soulbinding.

- Cold Drake
 - - 2 Slots (Tameable 107.1)
 - - About 30% more power than a standard drake.
 - - Ice dungeon Felucca
- Frost Dragon
 - - 4 Slots (Tameable 119.1)
 - - Stronger than a greater dragon.
 - - Ice dungeon Felucca
- Sea Wyrm
 - - 4 Slots (Tameable 117.1)
 - - Comparable to its cousin, the Ancient Wyrm

Quests


Spells / Skills
- The Bombard spell can no longer be used against training elementals
- You can no longer stealth while mounted.
- Players can no longer use the Dryad Allure spell against peerless bosses or champions.
- Casting confidence will now use 30 mana instead of 10.


Core Updates
- Several core stability updates have been made to improve server performance and decrease downtime.
- Several updates and enhancements have been made to fishing.
- A server is only as strong as the volunteers that serve it. With this publish, several updates were made to allow for greater monitoring and control of
our volunteers. Rest assured, staff abilities have been limited to ensure that no staff member can become corrupt and cause damage to our ecosystem.

First, thanks for the list, very useful.

concerning spawns:

I mentioned it before, but got no answer that would help: Are the "bound souls" supposed to be in the Underworld Dungeon? They fill whole rooms and if they come in groups (what they do), it's not really possible to survive without some trouble. I ask, because I don't know if it is intended like that. Not really a bug, but a problem.
Also I noticed, that the undead mobs like Liches or Spectres, Skeletons etc. don't spawn in the Underworld Mausoleum (next to the banker, where the Blood Elementals are gone, too) anymore. There are Guardians now, like in Tomb of Kings.

And as we speak about Tomb of Kings:
Niporailem is there and he works, effectively. Also his Spectral Armor Beasts seem to work. But I've got a question concerning his loot: It's not very hard to kill him, but with the spectral armors and his ability to throw fake and heavy gold in your backpack, it's a matter of time. I ask myself if Niporailem's loot isn't a bit poor? He drops nothing of interest, even Gargoyle Shades drop better stuff.
Is this supposed to be like that?
