Stat Gains

So I finally decided to switch over to a pure-kinda mage guy.

I need to reorganize my stats because a majority of the points went to Strength and Dex.

Can you gain stats by using a locked or otherwise maxed out skill?

You can gain from maxed skills it's just slower.

And I am guessing since there's no skill cap, its impossible to lower a skill?
