I guess I am confused here.  I just checked the sign inside Luna (7:34am, 7-3-2010)and it states "If You PK Inside Luna Walls You Will Be Jailed".  It makes no mention of having to be on the road, just inside the walls.  

I don't think it is unreasonable to have the commonly accepted vendor town safe to shop.  It seems pretty easy just stick with what was originally stated on the sign, NO PKING WITHIN THE WALLS.

I don't think people realize that luna is still a completely safe town for blues.  For reds / factions you are free to get attacked.  There are still guards at the bank like any felucia town and if a red attacks a blue even the NPC's will call guards.  Rawrpwnt was red and also in an opposing faction.  No one can get pk'ed in luna unless you are outside of all the walls completely except for reds and factions.  Reds and factions should be able to be attacked anywhere since they joined factions for pvp and reds should receive no town protection.
