Spellsong Quests

Why aren't the Spellsong Quests (http://uo.stratics.com/php-bin/show_content.php?content=31482), that are required to learn the Bard Masteries (http://www.uoguide.com/Bard_Masteries), implemented?

That was a very recent update to the UO client. It would require a lot of custom coding because I doubt it's in the RunUO code. It probably won't be implemented for some time, if at all.
