my understanding of the rules are:

NO killing whatsoever within luna town walls, this goes for factions, reds etc etc
there is a sign Kon put up by emily's rune house that clearly states that pk inside luna walls results in jailtime

STEALING is only allowed within the inner 'merchant/bank' walls, and NOT on players vendor house plots where it says "you have left the protection of the town guards"
this has been done to encourage luna to thrive as a player vendor town

had legacy been stealing the pandora coins from rawrpwnt he would have been fully within the rules of doing so, since he was within merchant walls

since he pk'd within luna walls, he should be in jail

Rules about luna have changed alot since they've been put in, and nothing is written down anywhere, making it a bit hard to know what are the current rules. At some point, I believe they said there was no PKing in luna, BUT there was also something that said if a red was attacked in luna, he/she would have a chance to fight back. Maybe that's what motivated this.

The sign says no PKing inside luna walls however malas, felucia and ilishnear are all pvp faucets.  It is my understanding that the sign was put in play to help protect people shopping at vendors and in particular blues.  PK was forming in the early years of UO when a player kills another player.  BEFORE trammel when I played UO if someone said "there is a pk around here" you knew that they meant there was a red player.  This has continued all throughout UO time to this day that typically if you say PK you are refering to a red.

Faction and red pvp action is allowed to happen in any felucia city.  Luna is a felucia city aside from the player vendor areas.  A red attacks a blue inside a felucia city they can call guards.  A red attacks a red OR faction player its legal within the city so the guards will not do anything about it.  Now if no PKing ANYWHERE inside luna was the intention of that sign then make it a non-combat zone like they did with the houses.  Because if a red is at his bank and accidentally withers a blue he can get guards called on him currently how fair is that?

pk = player killer pk'ing = player killing .. right now that applies to whether yer red, blue, grey or wotever .. wot it meant before trammel is irrelevant especially since we have facets with both sets of rule sin place here ...

luna becomes confusing cos it becomes a mix of both, and becos you can actually place a large number of vendor homes inside the city walls ... since there wos confusion, the sign wos put up to clarify it .. remember that when we started, malas wos tram rules .. when we changed to fel rules to make things better, it wos made clear that luna was the exception becos of it being a player vendor town .. there is no place like it as an alternative on tram shards

and the point that a red withering at the bank is kind of irrelavent, since reds can bank at any bank in tram rules set? just go bank there

Well its just setting a double standard for luna.  Saying no PKing inside luna walls however we can still wither and attack people on accident if we are typing in trade or chat?  We understand the risks of banking in a felucia city but if no pking is allowed but we are still able to attack blues it is a double standard.  Especially if blue are able to attack us too.

your only seeing the attacking, i was selling pcoins in trade channel i got a pm from him to come to luna he wants to buy them, i get there and there's 3 P^M chars there and they gank me and steal my pcoins, i only went there because the sign says no pking in luna period, now if people want to say oh well this means something and that means something else, your a moron. no Pking means No pking...
