"Fully imbued" items

I see a lot of people buying and selling fully imbued items.  I assume this means items that are maxed out on properties and/or magical intensity.

My question is, what types of stats are usually considered best to fully imbue items with, for each item type?

I am asking mainly because I don't really know a good base item when I find one, especially for jewelery.  I assume the best base weapons and armor are runic-crafted, and not found.  (however, I would still like to know what is considered good imbued stats for a weapon and armor)

go around, luna, vesper, britain bank... and take a look at the chars and their gear.
then, go to a soleforge an have a look at the ressources which are needed to create such gear.
now check the prices of the ressources and the cheapest way is your basic
